Karnassus City-State Alliance
A commonwealth of 12 cities (small states) northeast of the Empire, populated mainly by many demi-human races, which holds a tournament every 5 years to settle old grudges.
- Fourteen small states split off from a huge nation that collapsed centuries ago; after repeated mergers and splits and the "Great Debate," they formed a 12-nation alliance
- Government: each city's head; cities average about 400,000 people, up to about 600,000, and no single race makes up more than 40% of a city (except Bebard)
- The 12 cities: Karksahnas, Pepo Alo, East Gaitsch, West Gaitsch, Veneria, Greater Ristaran, Oakneis, New Oakneis, Granvitz, Lee, Franklin and Bebard
- The tournament has 16 events; the most popular is the "Connelier," a free-for-all among 10 champions chosen by each city
- Its external enemy is the "Horse King" who rules the eastern steppes; the country has an Adventurer's Guild
- By Vol. 14 news has arrived of the Empire's vassalization, the relocation of Silver Canaries, and the Sorcerer Kingdom's acquisition of an assassin organization
- People: Bebard's current city head Re-Kista Cabelia (a woman who once had an audience with Jircniv as a senior home affairs official, and is agonizing over the tournament Bebard will host in 4 years); her grandfather, former city head Re-Bern Cabelia, is called "the Old Crow of Bebard" (14-281–286)
- Bebard's city head is said to be Jircniv's type (9-027); the Worker Gringham mentioned two swordsmen here, the "Hero" and the "Dark Knight" (7-104)
- After the riot at the Oakneis tournament 40 years ago, "Oakneis's management" became a byword for incompetence, though the other cities' leaders think that, apart from that blunder, they are not bad
