A calm, rational bureaucrat with an extremely strong sense of responsibility, utterly loyal to Jircniv and ready to shield the emperor with his own body if necessary (unverified). Even when ordered to stay alone in Nazarick, full of monsters hostile to humans, he did not flinch.

- Jircniv's personal secretary since his accession (unverified), with administrative and clerical skills few can match
- Deeply trusted by the emperor; he was allowed to ride in the emperor's own carriage on the way to Nazarick
- Ordered to remain alone in Nazarick, he was in charge of setting up the Empire's liaison office there (the novel gives him no "ambassador" title)
History
- Has served as Jircniv's secretary since he took power (unverified) and is regarded as the most capable (background)
- Accompanies the emperor to Nazarick, riding in his carriage; after the meeting he is ordered to stay alone in Nazarick to establish the Empire's local office (Vol. 9)
- After his return the emperor, worried that something had been done to him in Nazarick, temporarily reassigned him to a sinecure (after Vol. 9)
- After the Empire became a vassal of the Sorcerous Kingdom, he was appointed chief secretary and again serves as the emperor's secretary (Vol. 13; there is no direct statement that he was "reinstated after vassalization")
- Reports to the emperor the news that "the Sorcerer King fell in battle in the Holy Kingdom," and both immediately consider it impossible (Vol. 13)

His original Japanese name is "Roune Vamirinen" (ロウネ・ヴァミリネン); the English version renders it Loune Vermillion.
